The story takes place in a society where adults must have an official licence. The main character is arrested because he does not know this rule. He is sent to a training centre and must pass a series of tests to prove that he is qualified to be an adult. Growing up is no longer a natural process, but something controlled by an official system.

The film combines absurd satire with everyday realism. It places a strange idea — needing a licence to be an adult — inside ordinary life. Through exams, training and official rules, an unreasonable system begins to feel normal.

Its dark humour comes from the contrast between absurd rules and everyday situations. It also questions whether maturity and social identity can really be measured by fixed standard
